Rather than a straightforward ambush trigger, this encounter demands a full ritual: six Lion Eyes collected from across the Financial District, placed into a summoning circle, and aligned correctly before the Hunter will even appear. What follows is a fight against a boss who actively counters tech-heavy builds using Division tech of his own. This guide covers every step from the first statue to the final reward, so Agents going in do so fully prepared.
🔶 REQUIREMENTS BEFORE YOU START
This encounter is locked behind specific conditions — check these before heading into the field:
• Expansion: Warlords of New York DLC must be owned and active
• Level: You need to be at Level 40 to survive this encounter reliably
• Time of Day: The Lion Eye collection can begin during daylight hours, but the final summoning works most reliably after 21:00 in-game time — plan your run accordingly
🔶 STEP 1 — COLLECTING THE 6 LION EYES
Six lion statues are spread across the Financial District. At each one, interact to Search and collect the Lion Eye quest item. Order does not matter — clear them however suits your route.
1. Inside the Kestrel building — north of the Food Bank
2. Small park near the Wall St and William St intersection
3. Inside a burger joint near the corner of Broad St
4. Back alley near the Quarantine zone
5. Lobby of a high-rise building near the Waterfront
6. Near the entrance of a construction site on the eastern edge of the district
Once all six are in your inventory, the next phase unlocks.
🔶 STEP 2 — THE SUMMONING CIRCLE
With all six Lion Eyes collected, move to the center of the Financial District and locate the circular courtyard where six lion statues face inward toward a central point.
The Mechanic:
• Interact with each statue to Place Eye
• After placing, the statue rotates — continue interacting until it locks into a position facing the center
• Repeat this for all six statues
The Trigger:
Once every statue is correctly aligned and facing the center, the Angel Hunter spawns immediately in a cloud of smoke. There is no delay — be ready before you place that final eye.
🔶 STEP 3 — FIGHTING THE ANGEL HUNTER
Angel is not a standard elite encounter. He uses Division tech offensively, which changes how you need to approach the fight.
What to Expect:
• EMP Bursts — shuts down active skills mid-fight, making drone and turret builds unreliable
• Armor Kits — Angel carries and uses them, capable of fully restoring his armor during the fight
• Skill Hacking — active skills can be turned against you during the encounter
Combat Recommendations:
• Run high-burst weapons — a Shotgun or the Scorpio exotic are well-suited to this fight
• Avoid skill-dependent builds given the EMP disruption
• If you are downed, Angel despawns immediately — you will need to wait for the next in-game night cycle or reset the encounter before attempting again
Solo is viable at Level 40, but bringing a second Agent significantly reduces the risk of a wipe and despawn.
